In celebration of President His Highness Sheikh Khalifa Bin Zayed Nahyan taking office on November 3 in 2004, schools, governments, and institutions are asked to raise the UAE flag in honour of the day.
His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has reminded everyone on his twitter to take part in the special day:

“On November 3, we will celebrate the UAE’s Flag, which is a symbol of our unity and sovereignty. On this glorious national occasion, all our institutions, ministries, bodies and schools are invited to raise the flag on the UAE Flag Day at 11am. We will raise our flag together in an expression of common destiny and our belonging to the UAE,” (translated).
Along with this message, Sheikh Mohammed shared a video showing the UAE flag being waved across the Emirates, on boats, deserts, to the backing of an orchestra, flown through the sky by planes, put on a football field, the UAE has it all.
Though His Highness asked of institutions, bodies, and ministries, residents in the country can also show their support by raising a flag. In fact, if you haven’t got the ability to raise a flag in your home or office, the Ministry of Education has made an electronic way to celebrate.
The ministry made a website to electronically raise the national flag for UAE Flag Day.

“As a confirmation of love and loyalty to the flag, our country is celebrating the Flag Day soon. So the Ministry of Education is urging you to raise the flag electronically through the link http://www.edumediacentre.com/flagday/,” (translated) the ministry posted on its Twitter page.
The website at the time of writing has almost 50,000 people electronically taking part.
Sheikh Mohammed created UAE Flag in 2013 to celebrate the day the President took office.
