Is Conor McGregor returning to the UFC octagon in 2020?

UFC's ultimate bad boy Conor McGregor has been rumoured to make a return to the Octagon in 2020. The Irishman has been living the 'retired' life ever since his UFC 229 defeat against Khabib Nurmagomedov which turned into an all out brawl.
UFC President Dana White has now said he will make his return early in 2020.
In a TMZ Sports in a new video, when asked when McGregor would fight next, White reponded with a "early next year."
But Conor McGregor posted a very mysterious tweets which hints that he may make a comeback before the end of the year.

But contradicting his tweet White said: "I’m sure you saw his tweet. Conor wants to fight on December 14 in Dublin, but we have [UFC 245] in Vegas."
McGregor has also had a rocky year with assault and robbery charges. He’s currently ranked number 11 in UFC pound-for-pound rankings, and number three in UFC lightweight rankings.
So who would be be most likely to fight?
McGregor might be the next in line to fight the winner of the UFC 244 Jorge Masvidal vs. Nate Diaz fight on November 2. Duston Poirier has also called out McGregor recently.
Speaking to ESPN, the fighter who recently lost in Abu Dhabi at UFC 242 to Khabib 'The Eagle' Nurmagomedov said:
“Why not? If we’re respecting the rankings here, I’m No 2, he’s No 3. Everybody else is pretty booked up. We both lost to the same guy in a world title fight.”
